PA DCNR Carbon Management Project

In the summer of 2006, the PA DCNR convened a stakeholder process led by PEC and the Center for Climate Strategies to develop a carbon management plan for the DCNR.  The Plan will include recommended policy options regarding terrestrial and geologic carbon sequestration, greenhouse gas registry design and landscape conservation.  A draft plan will be issued for public comment in the fall of 2007.
Background: 

In anticipation of state, regional, national or international climate change regulation and the development of carbon offset markets.  The PA DCNR wishes to explore how it can participate, as an agency, in a carbon constrained world and advance its mission of stewardship and conservation of public lands and maximize geologic and terrestrial carbon sequestration.  The project is funded by the DCNR and was launched in the summer of 2006 and is scheduled to conclude in January 2008.  PEC is working with multiple partners and stakeholders in developing the plan.

Project Goals: 

To complete a Carbon Management Plan for the PA DCNR which will include policy options and recommendations for the Department to consider regarding geologic and terrestrial carbon sequestration, greenhouse gas registry design and landscape conservation.

Major milestones/successes to date: 
  • 4 meetings of the DCNR Carbon Management Advisory Group (CMAG)in Harrisburg.
  • Multiple conference calls for technical work groups (TWG).  TWGs were formed to analyze forestry, landscape conservation, geologic, and GHG registry policy options.
  • Preliminary draft plan with appendices that documents the outcomes of the carbon management stakeholder process.
Current/upcoming plans: 
  • Submit draft carbon management plan to PA DCNR for internal review by November 16, 2007.
  • Circulate draft plan to CMAG by November 26, 2007.
  • Hold meeting of CMAG on December 10, 2007.
  • Issue draft plan for public comment in January 2008.
