Elizabeth Feinberg, Watershed Programs Coordinator

For the past twenty years, Liz Feinberg has worked as an environmental planner developing and implementing environmental programs in the areas of water resource management, land conservation, and solid and hazardous waste management.  Her work with the Pennsylvania Environmental Council includes extensive interaction with municipalities providing technical assistance, education programs and workshops to assist with Clean Water Act compliance as well as adherence to state watershed protection and stormwater regulations.  Ms. Feinberg’s work with the Council involves extensive collaboration with county conservation districts, watershed organizations, and county planning departments as well as private landowners. 

Before joining the Council, Ms. Feinberg provided independent environmental consulting services to government agencies and NGO’s in southeast Pennsylvania.  Prior to work in PA, Ms. Feinberg managed water quality monitoring and environmental enforcement programs as an Environmental Planner with the Department of Environmental Protection (DEP), Montgomery County, Maryland.  Her role with Montgomery County DEP included compliance and enforcement programs and involved the development of policies and regulations for county solid waste and water resource programs.

Other career experience includes consulting with the private sector, including employment with Booz, Allen and Hamilton in which Ms. Feinberg supported the U.S. Environmental Protection Agency on the Federal Superfund Program.  This work included extensive community relations to EPA Headquarters and regional offices. 

Ms. Feinberg holds an M.S. in Environmental Science from Johns Hopkins University and a B.S. in Environmental Science from University of Massachusetts, Amherst.
