 <title>ACTION ALERT: Armstrong Trail needs your help.</title>

 <description>BACKGROUND:&lt;br /&gt;
This rail with trail right-of-way along the Allegheny River in Gilpin and Bethel Townships between Schenley and Ford City was &amp;quot;railbanked&amp;quot; and purchased by the Allegheny Valley Land Trust (AVLT), managers of the Armstrong Trail. 
&lt;p&gt;
For over eight years, the AVLT has been in conversations with The Kiski-Junction Railroad about sale of 9 miles of the right-of-way for both freight and scenic service. This is a laudable economic development goal and proper under the federal Rails to Trails Act.

Truth be told, Market Master Alice Sjolander is downright bullish on the historic structure.

There is soon to be a complete, connected system of trail corridors and bicycle-friendly roads available to residents of all ages and abilities Âthroughout western Pennsylvania.

There&#039;s water, fish and wildlife. There are boaters and fishermen, but there&#039;s no connection to Pennsylvania Fish and Boat Commission&#039;s system of Water Trails in Armstrong County. 
&lt;/p&gt;
&lt;p&gt;
However, if the Pennsylvania Environmental Council, Pittsburgh, and the Allegheny Valley Land Trust and others have their way, the county will be a part of the state&#039;s Water Trails program in the next year or so.

MEADVILLE - The largest city along French Creek lies hidden somewhere beyond these wooded stream banks. 
&lt;/p&gt;
&lt;p&gt;
Yes, there are signs that the city and the stream have met - a tire and hubcap, concrete blocks and parts of a coffee pot on the streambed. Shopping carts coated in mud lie on the banks, while others strain leaves from the creek. A buried pipe trickles water into the stream, the rocks below stained orange with rust.

A report being released tomorrow by the Union of Concerned Scientists will identify the impacts and risks of global warming in Pennsylvania, underscoring the need for the state to adopt a strong Climate Change Action Plan, the Pennsylvania Environmental Council said today.

The Action Plan is required under legislation passed recently by the State Legislature, and the committee overseeing the plan development met for the first time in September.

The grass is finally growing on a 2 1/2 -year project to ease the threat of flooding in the southeastern end of the city.

 <title>Toyota Hybrid won by Alexandria, PA, Resident</title>

John Dawes of Alexandria, PA, won a Toyota Prius hybrid vehicle donated to the Pennsylvania Environmental Council (PEC) by Toyota Motor Sales, USA, Inc.
&lt;/p&gt;
&lt;p&gt;
The raffle was highly successful, according to PEC Acting President and CEO Paul King, who noted that nearly all of the 999 tickets available were sold and raised  about $40,000 for the council, a non-profit organization that focuses on water quality, sustainable communities and energy and climate issues.

 <title>Meadville Market House Reaches Key Goals</title>

Rarely have the problems of farm closures and empty downtown storefronts been addressed in the comprehensive manner in which they have been approached through the Meadville Market House Sustainability Project, according to the Pennsylvania Environmental Council.

PEC&#039;s final report on the Meadville Market House project notes that small farms in the central French Creek valley were struggled economically at the same time the area&#039;s largest community, Meadville, was also declining.

PEC&#039;s Mark Gorman, Northwest Office Director, will facilitate this one and a half day workshop that provides an overview of current Great Lakes ballast water policy, legislation and research.

Scientists, legal experts, legislators, industry personnel and agency staff will discuss the current state of ballast water policy, pending legislation, proposed ballast water treatment methods and evaluating the current risk of introduction and spread of AIS to Great Lakes ports by foreign and domestic ships.

The Pennsylvania Environmental Council &lt;strong&gt;&lt;em&gt;strongly supports&lt;/em&gt;&lt;/strong&gt; &lt;a href=&quot;http://www.legis.state.pa.us/cfdocs/billinfo/billinfo.cfm?syear=2007&amp;amp;sind=0&amp;amp;body=H&amp;amp;type=B&amp;amp;BN=1705&quot;&gt;&lt;strong&gt;House Bill 1705&lt;/strong&gt;&lt;/a&gt; (sponsored by Representative Pat Harkins, Erie), which would adopt the Great Lakes - St. Lawrence River Basin Water Resources Compact in Pennsylvania.  The Compact will provide significant protection against large transfers of water out of the Great Lakes Basin, and encourages water conservation efforts in the Great Lakes states.

Brian Hill, President &amp;amp; CEO of the Pennsylvania Environmental Council, will make a presentation at 7 or 7:30 p.m. January 31, 2008 at Allegheny College, Meadville, PA, on the Climate Change Roadmap for Pennyslvania.

&lt;p&gt;
The Roadmap, which was authored by PEC, contains 38 specific recommendations for what Pennsylvania can do to do its part to address global warming.
