Jack Ubinger, Senior Vice President
Jack Ubinger is a Senior Vice President of the Pennsylvania Environmental Council. Prior to joining PEC in 2008, Mr. Ubinger practiced environmental law in the private sector for 35 years. His work currently focuses on the development of regulatory policy and best management practices for unconventional shale gas development and a variety of projects related to the management of storm water in urban and rural settings; inter-municipal collaboration in the operation of sanitary sewage collection systems; the reduction of nutrient loading to the Chesapeake Bay; and the reclamation and reuse degraded industrial and mine lands.
Mr. Ubinger’s legal career focused on environmental compliance counseling and conflict resolution. In addition, he has taught graduate level courses in environmental conflict resolution and problem solving as an adjunct faculty member of Duquesne University since 1993.
During his legal career Mr. Ubinger was recognized in America's Leading Business Lawyers published by Chambers USA; The Best Lawyers in America, published by Woodward/White, Inc.; and Pennsylvania Super Lawyers, published by Law & Politics and Philadelphia Magazine. In April 2011, he received the Pennsylvania Bar Association Environmental and Energy Law Section’s lifetime achievement award for outstanding service to the profession in the development, improvement and furtherance of environmental law.
Mr. Ubinger is a member of the American Bar Association's Section on Environment, Energy and Resources Law (serving as the Chair of the Section’s Alternative Dispute Resolution Committee from August 2006 through July 2008). He is also a member of the Public Policy, Consensus Building and Democracy Committee of the ABA Alternative Dispute Resolution Section. He is a member of the Pennsylvania Bar Association's Section on Environmental and Energy Law (serving as the Section Chair in 1990 and 1991). He was a member of the Environmental Law Section of the Allegheny County Bar Association (serving as the Section Chair in 1991) and was elected a Fellow of the Allegheny County Bar Foundation in 2006. He is a Fellow of the Air & Waste Management Association (serving as the chair of the Association's Allegheny Mountain Section in 1989 and 1990). He is a member of the Environment and Public Policy Section of the Association for Conflict Resolution and an Associate of the Environmental Law Institute.
Mr. Ubinger was a founding director of the Allegheny Land Trust in 1993 and has served as the President and Chair of the Board from July 2006 through June 2008. He currently serves as a member of the Governance Committee and member of the Development Committee In addition he has served as a member of the Advisory Board of the Metropolitan Edison Company/Pennsylvania Electric Company Sustainable Energy Fund since July 2008 and as Chair of the Advisory Board since April 2009.
Mr. Ubinger has served as the chairman of the Pennsylvania Environmental Council’s Task Force on the Reuse of Industrial Sites (1993), a member of the Steering Committee of the PennACCORD Center for Environmental Dispute Resolution (1989 through 1995), a member of the Allegheny County Health Department Air Pollution Control Advisory Committee (1992 through 1996) and a member of the Hampton Township Environmental Advisory Committee (1992 through 1995)
Mr. Ubinger earned his Bachelor's Degree in Business Administration, cum laude, from Ohio University in 1970 and his law degree from the University of Notre Dame in 1973.
