About the Speakers

Rep. Robert L. Freeman is a native of the Lehigh Valley, born in Easton. He graduated from Moravian College and Lehigh University. He was first elected to the Pennsylvania House of Representatives in 1982 and served six two-year terms. From 1995-97 he served as executive director of the Senate Democratic Policy Committee and as Democratic executive director of the Senate Local Government Committee from 1997-98. He returned to the Pennsylvania House of Representatives in 1998 and has been re-elected ever since. Freeman is the chairman of the House Local Government Committee and has served on the committees of Labor Relations, Local Government, Environmental Resources and Energy, and State Government.

Howard Neukrug has over 25 years experience in utility planning and management and is an expert in drinking water quality and treatment. He oversees a "best in nation" source water protection program for City of Philadelphia's two million users and is currently implementing over 65 restoration and protection projects. He is also responsible for Philadelphia's Combined Sewer Overflow (CSO) program which is implementing an adaptive watershed management approach to Clean Water Act attainment goals. He is a Professional Engineer and a graduate in Civil and Urban Engineering from the University of Pennsylvania. Mr. Neukrug has been asked to testify before Congress and the U.S. Environmental Protection Agency (USEPA) on environmental, financial, infrastructure and other utility management issues, and to speak before hundreds of local, national and international forums.

Keith Johnson has 21 years of experience in planning and management of Long-Range Transportation Plans and Comprehensive Plans. He is Director of Planning for URS Corporation's Pittsburgh Office. His emphasis areas include Highway, Transit, Bicycle and Pedestrian Planning, as well as Land Use Planning. Prior to joining URS, Keith was the Manager of Transportation Projects for the Southwestern Pennsylvania Commission (SPC). SPC is the MPO for the Pittsburgh Metropolitan area. For the past 15 years, he has served as Adjunct Lecturer at the University of Pittsburgh School of Civil and Environmental Engineering. He is a graduate of both Allegheny College and the University of Pittsburgh.
