Spencer Finch, Director of Sustainable Development
Spencer Finch is the Director of Sustainable Development for the Pennsylvania Environmental Council (PEC).
At PEC, Mr. Finch manages PEC's Greenway initiatives in the Southeast Region, with a main goal of completing a Regional Trail Network; and, as part of the network, the East Coast Greenway in Philadelphia, Delaware County and Bucks County. The ECG will extend for 3,000 miles, and eventually connect Maine to Florida along some of the most urban corridors in America, on the way revitalizing many riverfront communities and creating new opportunities for recreation and commuting.
Mr. Finch helped convene the coalition, prepared the documentation and managed the application process for the successful $23 million TIGER stimulus grant for construction of regional trails, which Philadelphia and Camden received from the USDOT in February 2010.
Mr. Finch also led the effort to promote more rational incentives for green building in PA and in Philadelphia. A year-long collaboration with past US Green Building Council Chair Sandy Wiggins led to the release of the "Building Green" report in March 2008, which has helped Philadelphia start its way towards recovering its national leading role in this arena. In 2009, a collaboration with the Economy League of Greater Philadelphia led to the release of the “Green Infrastructure Financing” report, which has helped promote existing and innovative ways to finance all types of green infrastructure, from stormwater structures to green streets.
Mr. Finch has participated and continues to participate in many other volunteer, policy, education, and outreach efforts, including:
- the American Society of Civil Engineers' National Policy Committee (2008-2010),
- the American Society of Civil Engineers' Philadelphia Chapter Board of Directors (2010-ongoing)
- the Delaware Valley Green Building Council's Board (2009-ongoing), Executive Committee, and Advocacy Committee,
- Founding member and former Chair of the Philadelphia Urban Sustainability Forum (2006-ongoing),
- the Philadelphia Sustainability Awards,
- technical assistance for the Clinton Climate Initiative in Brazil (2007), and
- PEC's Climate Change, Sustainable Transportation, and TOD and Smart Growth Initiatives in PA.
In the educational filed, he has mentored students at urban Philadelphia schools such as the Charter High School for Architecture and Design and the Martin Luther King Jr High School; and has been involved in promoting math and science skills in middle schools by participating as a mentor and a juror in the Future City Competition (www.futurecity.org).
Prior to joining the Council, his previous experience included nearly a decade in the private sector, performing engineering consulting, brownfield remediations, and environmental investigations.
His accomplishments in this arena included:
- Leading the first state-approved TRIAD approach environmental assessment in Pennsylvania
- Leading the Celotex / Fed-Ex Site Investigation and Remediation effort, which won the 2001 PA Governor's Award for Environmental Excellence
- Project Manager for projects that won the ACEC/PA Honor's Award and the Engineers’ Week Best Environmental Project Award
- Being the first LEED-Accredited Professional in the firm
